TOPEKA, Kansas, Jan. 09 -- Gov. Sam Brownback, R-Kansas, issued the following State of the State address:
Let me start with the elephant in the room. There's a question that has been often asked this past year and it's a legitimate one. Will he be back? I'm pleased to say tonight -- YES!
