NEW YORK, Dec. 15 -- The City University of New York's Graduate Center issued the following news release:

A new study from the Center for Latin American, Caribbean and Latino Studies (CLACS) at the Graduate Center of the City University of New York suggests that lack of voter registration, not Election Day turnout, is the biggest hindrance to Latinos having a more significant impact on election outcomes.
