WASHINGTON, Nov. 3 -- The House Energy and Commerce subcommittee on Digital Commerce and Consumer Protection issued the following testimony by Bruce Schneier, adjunct lecturer in public policy at Harvard Kennedy School, at a hearing entitled "Securing Consumers' Credit Data in the Age of Digital Commerce":
