WASHINGTON, Sept. 12 -- Sen. Lamar Alexander, R-Tenn., issued the following opening statement at a Senate Committee on Health, Education, Labor, and Pensions hearing entitled, "Stabilizing Premiums and Helping Individuals in the Individual Insurance Market for 2018: State Flexibility":
