PARIS, France, Dec. 22 - The government of France issued the following news release:
"Throughout its Presidency of the EU, France has tried to base all its actions on two convictions," declared the French President in a speech before the European Parliament, in Strasbourg on 16 December: "First, the world needs a strong Europe, and second, Europe cannot be strong unless it is united."
