A second U.S. citizen charged in connection with the operation of a series of fraudulent business opportunities was arrested on Friday, Dec. 12, in Costa Rica following his indictment by a Miami federal grand jury on Nov. 20, 2008, the Justice Department and the U.S. Postal Inspection Service announced today.
