LITTLE ROCK, Ark., Nov. 26 -- The Arkansas State Highway and Transportation Department issued the following news release:
Carl S. Rosenbaum of Little Rock was elected Chairman of the five-person Arkansas State Highway Commission at the Commission's meeting on November 19th. He has served the past two years as Vice Chairman.
Rosenbaum replaces Jonathan Barnett of Siloam Springs who relinquished the Chairmanship at a November 19th meeting. The move is a Commissio . . .
