MONTEVIDEO, Uruguay, Feb. 7 -- The U.S. Embassy issued the following press release:
Each year in early February, the U.S. president sends to Congress The Budget of the United States Government. A 1921 federal law, the Budget and Accounting Act, mandates the president prepare and submit such a document "no earlier than the first Monday in January, and no later than the first Monday in February."
