WEST PALM BEACH, Fla., Oct. 31 -- The South Florida Water Management District issued the following news release:

Federal forecasters are predicting below normal rainfall for the upcoming South Florida dry season. South Florida Water Management District meteorologist Geoff Shaughnessy and Dean Powell, the director of watershed management, discuss what that means for the 16-county district.
