CHEYENNE, Wyo., Oct. 29 -- Gov. Dave Freudenthal, D-Wyo., issued the following proclamation:
WHEREAS, the Weatherization Assistance Program, the nation's largest residential energy efficiency program, was initiated in 1976 in response to the energy shortage to states and communities assisting low-income families to have more energy efficient, safe, and healthy homes; and
