WASHINGTON, Oct. 26 -- The U.S. Department of Energy's Federal Energy Regulatory Commission received the following comment:

The EA erroneously assumes that development of the Bond Falls shoreline is "inevitable", and that shoreline development is causing the demand for amenities such as docks. On the contrary, it is very clear from reading the SMP that it is the docks that are causing the demand . . .
