WASHINGTON, Oct. 24 -- The U.S. Department of Energy's Federal Energy Regulatory Commission received the following comment:

County Road H and Jefferson Road property--gas line markers and mile markers were placed in inconvient places in regards to us farming the property. When asking them to do so, they moved it to another location but not where we told them to. Now they refuse to move it again. . . .
