WASHINGTON, Oct. 24 -- The U.S. Department of Energy's Federal Energy Regulatory Commission received the following comment:

Jefferson Road property--we were never given a map of the new tile routes and their GPS locations. Tile line could possibly be crushed. We won't know until next spring or the next heavy rain. Tile on the opposite side of road was crushed by large machinery. . . .
