WASHINGTON, Oct. 24 -- The U.S. Department of Energy's Federal Energy Regulatory Commission received the following comment:

Jefferson Road property--pipeline intersected our water line between the well and our buildings. We never approved of the connections before they buried the line as we were told they would. We are unsure of how it was bridged up and if the connections were left with hose clamps on. . . .
