WASHINGTON, Oct. 24 -- The U.S. Department of Energy's Federal Energy Regulatory Commission received the following comment:

County Road H and Jefferson Road property--stones rolled off of subsoil piles out of the right of way and the workers would not pick them back up. This posed a problem that they wrecked our machinery as we were trying to operate the rest of our land. . . .
