CHEYENNE, Wyo., Aug. 1 -- Gov. Dave Freudenthal, D-Wyo., issued the following proclamation:
WHEREAS, substance abuse and mental illness affect thousands of Wyoming families every year-touching every community and people of every age; and
WHEREAS, treatment and recovery from addiction and mental illness can offer a renewed outlook on life for those who are addicted and for their families; and
