DES MOINES, Iowa, Jan. 16 -- The Iowa Court of Appeals issued the following opinion:
In her annual State of the Judiciary message to the Iowa General Assembly, Chief Justice Marsha Ternus expanded her call to improve the lives of children involved in juvenile court proceedings. Last year, Chief Justice Ternus targeted the needs of children in foster care. Today, she called on the legislature to support efforts to help juvenile offenders turn their lives around.
