WASHINGTON, Nov. 15 -- The U.S. Department of Health and Human Services' Administration for Children and Families announced that it expects to award up to 11 discretionary grants for Head Start services in Colorado, Indiana, Iowa, Nevada, New Mexico, Ohio, Oklahoma and Texas.
