WASHINGTON, Sept. 7 -- Rep. David Loebsack, D-Iowa, has introduced legislation (H.R. 4229) to "require the Federal Communications Commission to issue rules relating to the collection of data with respect to the availability of broadband services." WASHINGTON, Sept. 7 -- Rep. Donald A.
