WASHINGTON, Aug. 3 -- The Sierra Club Grand Canyon Chapter submitted a public comment letter to the U.S. Environmental Protection Agency expressing serious concerns about the proposed rule to approve Arizona's application for primary enforcement authority of the Underground Injection Control (UIC) program.
