WASHINGTON, Jan. 19 -- The U.S. Army's Joint Improvised Explosive Device Organization has issued a pre-solicitation notice (JIEDDO-BAA-12-01-HME) for the research and development on signatures and available observables for the various improvised explosive devices and homemade explosives as well as aid in the development of capabilities to counter these threats.
