WASHINGTON, March 21 (TNSFR) -- The U.S. Department of Commerce National Oceanic and Atmospheric Administration (NOAA) has proposed a rule to authorize the incidental take of marine mammals during rocky intertidal monitoring surveys along the Oregon and California coasts.
