WASHINGTON, Jan. 9 -- The Federal Communications Commission (FCC) has released a Notice of Proposed Rulemaking (NPRM) DA 25-21, seeking comment on substituting channel 15 for channel 11 at Price, Utah in the Table of TV Allotments.
