FERC Commissioner Clements Issues Dissent on East Tennessee

WASHINGTON, March 22 -- The U.S. Department of Energy's Federal Energy Regulatory Commission issued the following dissent on March 21, 2024, by Commissioner Allison Clements on a decision (Docket No. CP23-131-000) involving East Tennessee:

I dissent from Paragraphs 83 and 85 of the Order,[1] which is the so-called "Driftwood compromise" language claiming that the Commission is incapable of assessing the significance of greenhouse gas (GHG) emissions.
