A complaint under Title VI of the Civil Rights Act and the Fair Housing Act against the City of Corpus Christi, Texas, for the proposed development of a desalination plant in a historically Black neighborhood was referred to the U.S. Department of Justice (DOJ) in a letter to city officials last week.
