WASHINGTON, Jan. 1 -- The U.S. Department of Transportation Inspector General's Office of Investigations issued the following investigation report:

On October 23, 2023, in the U.S. District Court for the Western District of Michigan, James Sisson pleaded guilty to conspiracy to violate the Clean Air Act. In April 2023, Sisson was charged along with 10 other individuals and 3 companies for their involvement in a scheme to disable the emissions controls on hundreds . . .
