Four jurisdictions - Connecticut, Massachusetts, Rhode Island and Washington, DC - have signed onto a final memorandum of understanding for the Transportation and Climate Initiative Program (TCI-P), a cap-and-invest program for reducing transportation emissions in the Northeast.
