NEW YORK, Nov. 17 -- New York Civil Liberties Union issued the following statement:
In response to rising positive test rates for COVID-19 in New York City, Mayor de Blasio announced that the city should brace for the possible re-closure of schools and is continuing to monitor the increasing COVID-19 positivity rate.
