Congresswoman Lizzie Fletcher (TX-07) and Congressman Jack Bergman (MI-01) introduced H.R. 7896, the Redeeming Effectiveness to Carbon Oxide Utilization Plus Sequestration (RECOUPS) Act of 2020.
