WASHINGTON, Aug. 5 -- Rep. Richard E. Neal, D-Massachusetts, chairman of the House Ways and Means Committee, issued the following joint statement with Rep. John B. Larson, D-Connecticut, chairman of the Subcommittee on Social Security regarding the suggestion that President Trump circumvent Congress to temporarily defer the collection of payroll taxes:
