WASHINGTON, July 31 -- Sen. Bob Menendez, D-New Jersey, ranking Democratic member of the Senate Foreign Relations Committee, issued the following opening remarks at a hearing entitled "Review of the Fiscal Year 2021 State Department Budget Request" on July 30. Testifying at the hearing was Secretary of State Mike Pompeo:
