WASHINGTON, July 25 -- Rep. Phil Roe, R-Tennessee, issued the following statement after voting against State, Foreign Operations, Agriculture, Rural Development, Interior, Environment, Military Construction, and Veterans Affairs Appropriations Act (H.R. 7608) for fiscal 2021:
