WASHINGTON, July 24 -- Rep. Anthony Brindisi, D-New York, issued the following joint statement with Reps. John Katko, R-New York and Joseph Morelle, D-New York, after publication of a Government Accountability Office report on Plan 2014 and the International Joint Commission:
