WASHINGTON, July 17 -- Rep. Vicente Gonzalez, D-Texas, issued the following joint statement with Rep. Filemon Vela, D-Texas, after President Trump urged schools to reopen and threatened to withhold federal funding for those that do not resume normal operations in the fall:
