Following reports that Russia placed bounties on American soldiers in Afghanistan, Congressman Max Rose will introduce the Stopping Malign Actions from Russian Terrorism (SMART) Act today with Congresswoman Kendra Horn of Oklahoma to require the U.S. Department of State to determine if the Russian Federation should be designated as a state sponsor of terrorism.
