WASHINGTON, July 9 -- Sen. John Barrasso, R-Wyoming, chairman of the Senate Environment and Public Works Committee, issued the following statement on July 8 on the decision by a federal appeals court to uphold a federal district court's decision to place the grizzly bear in Wyoming back on the Endangered Species list:
