HOUSTON, Texas, July 2 -- The University of Houston issued the following news release:

With a five-year, $10 million grant from the Institute of Education Sciences, David Francis, Hugh Roy and Lillie Cranz Cullen Distinguished University Chair of Psychology, will create and direct a national research and development center at the University of Houston for English Learners.
