WASHINGTON, June 19 -- Sen. Bob Menendez, D-New Jersey, ranking Democratic member of the Senate Foreign Relations Committee, issued the following opening remarks at a hearing on COVID-19 and international pandemic preparedness, prevention and response on June 18:
