WASHINGTON, June 16 -- Rep. Eliot L. Engel, D-New York, chairman of the House Foreign Affairs Committee, issued the following statement on June 15 on the conviction and sentencing of U.S. citizen Paul Whelan to 16 years' hard labor by the Russian courts:
