BISMARCK, North Dakota, May 23 -- Sen. John Hoeven, R-North Dakota, issued the following joint statement with Sen. Kevin Cramer, R-North Dakota and Rep. Kelly Armstrong, R-North Dakota, in support of Gov. Doug Burgum's request for a major presidential disaster declaration for the period of March 2 to April 25 for 21 counties due to spring flooding in North Dakota:
