WASHINGTON, May 15 -- Rep. Nita M. Lowey, D-New York, chairwoman of the House Appropriations Committee, issued the following remarks on May 14 to the House Rules Committee in support of an appropriate rule for the House to consider the Heroes Act (H.R. 6800):
