WASHINGTON, May 12 -- Rep. Kelly Armstrong, R-North Dakota, issued the following joint statement on May 11 with Sen. John Hoeven, R-North Dakota, and Sen. Kevin Cramer, R-North Dakota, on the Department of Transportation's Pipeline and Hazardous Materials Safety Administration preempting Washington state's crude-by-rail law:
