WASHINGTON, May 12 -- Sen. John Hoeven, R-North Dakota, issued the following joint statement with Sen. Kevin Cramer, R-North Dakota and Rep. Kelly Armstrong, R-North Dakota, on the Transportation Department's Pipeline and Hazardous Materials Safety Administration preempting State's crude-by-rail law:
