WASHINGTON, April 21 -- Sens. John Tester, D-Montana, and Jerry Moran, R-Kansas, ranking Democratic member and chairman of the Senate Veterans' Affairs Committee, issued the following joint statement after the Treasury and Veterans Affairs departments clarified that eligible veterans who do not file income taxes will receive their stimulus checks:
