Congresswoman Elise Stefanik bipartisan members of the New York delegation in sending a letter to House Leadership requesting that phase 4 of Congress' response to the COVID-19 crisis includes an expansion of the state stabilization fund from the CARES Act for direct funding to local governments and counties, regardless of population.
