WASHINGTON, March 31 -- Rep. Eliot L. Engel, D-New York, chairman of the House Foreign Affairs Committee, issued the following statement regarding legislation that passed through parliament in Hungary giving the prime minister sweeping emergency authority under the guise of measures to combat the coronavirus pandemic:
