WASHINGTON, March 17 -- Sen. Bob Menendez, D-New Jersey, ranking Democratic member of the Senate Foreign Relations Committee, issued the following statement in reaction to the announcement that U.S. Agency for International Development Administrator Mark Green will step down from his post in April:
