WASHINGTON, March 14 -- Rep. Sam Graves, R-Missouri, ranking Republican member of the House Transportation and Infrastructure Committee, and Rep. John Katko, R-New York, ranking member of the Subcommittee on Economic Development, issued the following joint statement regarding President Trump's emergency declaration under the Stafford Act:
