WASHINGTON, March 11 -- Sen. Tom Carper, D-Delaware, ranking Democratic member of the Senate Environment and Public Works Committee, issued the following statement after voting against ending debate on the American Energy Innovation Act, legislation introduced by Sens. Lisa Murkowski, R-Alaska, and Joe Manchin, D-West Virginia. The cloture motion failed by 47-44:
