WASHINGTON, March 6 -- Rep. Jerrold Nadler, D-New York, chairman of the House Judiciary Committee, issued the following opening statement on March 5 at a Subcommittee on the Constitution, Civil Rights and Civil Liberties hearing entitled, "Presidential Clemency and Opportunities for Reform":

"Article II, Section 2 of the Constitution provides the President with the power 'to grant Reprieves and Pardons for Offenses against the United States, except in Cases of Impeac . . .
