WASHINGTON, March 6 -- Rep. Jerrold Nadler, D-New York, chairman of the House Judiciary Committee, issued the following opening statement on March 5 at a Subcommittee on the Constitution, Civil Rights and Civil Liberties hearing entitled, "Presidential Clemency and Opportunities for Reform":
